1.1 项目背景

Project Background

2021年7月《浙江高质量发展建设共同富裕示范区实施方案（2021—2025年）》正式发布，要求各地市大力发展现代都市文化，着力建设一批标志性重大文化设施，全面实现“市有五馆一院一厅”目标。2022年金华市出台了《关于加快推进浙江中西部文化中心建设的实施意见》，提出2025年前完成市图书馆、市美术馆、市音乐厅等市级重大标志性公共文化设施建设。金华市区的文化设施布局首先要顺应金华“山水城十字骨架”的整体结构，南北向沿八一街和双龙街沿线展开，东西向沿金华江展开；其次要按照“大集聚、小分散”原则，市级文化设施相对集中沿轴线重点板块布局，区级设施相对分散沿江布局；第三，要挖掘内涵、彰显特色，集中精力打造“两核四厅”城市重点片区，尤其是三江六岸核心区作为市级文化设施布局的核心空间。

In July 2021, the Implementation Plan for Zhejiang’s High-Quality Development and Building of a Demonstration Zone for Common Prosperity (2021-2025) was officially released, requiring all cities to develop modern urban culture at full steam, focus on building a batch of iconic cultural facilities, and fully realize the goal of “five museums, one theater and one hall in the city”. In 2022, Jinhua City issued the Implementation Opinions on Accelerating the Construction of Cultural Center in Central and Western Zhejiang, proposing to complete the construction of major iconic public cultural facilities such as city library, city art museum and city concert hall by 2025. The layout of cultural facilities in Jinhua city proper should first conform to the overall structure of Jinhua's "cross framework of mountain, water and city", extending along Bayi Street and Shuanglong Street in a north-south direction, and along the Jinhua River in an east-west direction; second, according to the principle of "large agglomeration and small dispersion", municipal-level cultural facilities should be concentrated along key sections of the axis, while district-level facilities should be scattered along the river; third, it is necessary to delve into the connotation, highlight the characteristics, and focus on creating key urban areas of "two cores and four halls", especially Three Rivers and Six Banks core area as the core space for the layout of municipal cultural facilities.

本项目地处武义江、义乌江、金华江三江交汇的江心岛五百滩上，五百滩是金华城“十字脊脉”的交汇点，城市正中心、对外第一展示面，是金华三江六岸点睛之笔，其发展将承载公共服务职能，打造传世经典的金华城市名片。

The Project is located in Wubaitan, an island in the center of the river where the Wuyi River, Yiwu River and Jinhua River meet. As Wubaitan is the intersection of the “Cross Ridge” of Jinhua City, the center of the city and the first display window to the outside world, as well as the essence of Three Rivers and Six Banks of Jinhua, its development will bear public service functions and create a classic Jinhua city business card that will be passed down.

1.3 项目定位

Project Positioning

作为“浙中会客厅、文化活力岛、中央水上花园”，五百滩的区位特异性是独一无二的；坐落于金华城“十字脊脉”的交汇点，坐拥360度环江展示面，城市地标意义特殊；通过新建文化设施、既有建筑的文化赋能改造，让五百滩重新回归其公共属性；以建设高标准文化中心为目标，推动文化艺术、休闲活力、生态理念高度融合，打造独属金华的“传世工程、经典之作”。

As "Reception Hall of central Zhejiang, Cultural Vitality Island and Central Water Garden", Wubaitan boasts the one-of-a-kind location specificity; seated at the intersection of the "Cross Ridge" in Jinhua City, with a 360-degree display area around the river, it is a special landmark of the city; Wubaitan would return to its public attribute by constructing new cultural facilities and transforming existing buildings with cultural empowerment; with the objective of building a high-standard cultural center, the Project aims to promote the high integration of culture and art, leisure vitality, and ecological concepts, and create an exclusive "classic masterpiece" of Jinhua that will be passed down.

1.4 现状基本情况

Basic Profile of Current Situation

五百滩岛屿总用地面积约40公顷，东西长 1650米，南北平均宽度约275 米。纵贯南北的通济桥、双龙大桥把五百滩分为东、中、西三个部分，其中东部为黄宾虹公园，用地面积约2.2公顷；中部由五百滩公园和一栋总建筑面积21.45万㎡商业综合体组成，用地面积约25.5公顷；西部为空地，用地面积约12.4公顷。

The total site area of Wubaitan Island amounts to about 40 hectares, with an east-west length of 1,650 meters and an average north-south width of 275 meters. Tongji Bridge and Shuanglong Bridge running through the north and the south divide Wubaitan into three parts: east, middle, and west. Huang Binhong Park lies in the east, with a site area of about 2.2 hectares; Wubaitan Park and a commercial complex with a GFA of 214,500 square meters are situated in the middle, with a site area of approximately 25.5 hectares; and an open space sets on the west, with a site area of approximately 12.4 hectares.

2.1 竞赛阶段

Competition Stage

本项目由三部分构成，分别为五百滩总体概念设计和景观设计，以及两个单体建筑：金华市音乐厅和文化综合体改建建筑（含金华市美术馆、主题博物馆等功能）的方案设计。具体要求详见竞赛任务书。

The Project consists of three parts, namely the overall conceptual design and landscape design of Wubaitan and schematic design of two single buildings: the Jinhua Concert Hall and the Cultural Complex adaptation buildings (with functions of the Jinhua Art museum, Theme museum, etc.). Please refer to Design Brief of the Competition for specific requirements.

2.2 方案深化阶段

Scheme Development Stage

中选单位将根据评审专家及政府主管部门的意见进行方案深化。方案深化方案深度需达到全专业初步设计，为下一步清单编制、施工招标、项目落地可行性提供支撑。包括对建筑方案的优化、深化、修改、完善、报批、设计概算编制等工作。

The selected agencies will deepen their schemes based on the opinions of the review jury and government authorities. The scheme depth needs to reach the preliminary design in all specialties, and provide the ground for next-step inventory preparation, construction bidding, and feasibility of project implementation. It included the optimization, development, modification, perfection, approval and design estimation preparation of the architectural program.

2.3 后期服务阶段

Subsequent Service Stage

中选单位对项目进行总体统筹，审核其他各个专业施工图纸，负责对本项目建筑主体材料，以及主要的室外、室内材料进行审核确认等。具体服务内容、服务范围以后续正式公告为准。

The selected agency shall coordinate the Project as a whole, review construction drawings of other specialties, and be responsible for reviewing and confirming the main building materials, as well as the main outdoor and indoor materials of this project. The specific service content and service scope are subject to the subsequent official announcement.

(1)报名单位须是国内外合法注册的独立法人企业或机构，可提供有效的营业执照或商业登记证明。单独报名或联合体报名的，需具有国内建筑行业（建筑工程）甲级资质。

Application agencies should be independent legal person enterprises or institutions legally registered at home and abroad with valid business licenses or business registration certificates. Those applied on its own or in a consortium must have Grade A qualification for domestic construction engineering design.

(2)允许联合体报名，联合体成员（含牵头单位）数量不超过 3 家；联合体各方不得再单独以自己名义，或者与另外的单位组成联合体参加本次竞赛活动。

Consortiums with no more than three member units (including leading units）are allowed to apply; All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units.

(3)本次竞赛活动不接受个人及个人组合报名。

The solicitation event does not accept application of individuals and individual groups.

(4)单位法人为同一人或者存在控股、管理关系的不同单位，不得同时报名。

The person in charge of the unit is the same person or different units with shareholding or management relationship must not apply at the same time.

(5)业绩要求：报名的单位（含联合体）近10年（2013年1月1日至今）需具有以下两种类似业绩：

Achievement requirements: The application agency (including the consortium) shall have two of the following achievements in recent 10 years (from January 1,2013 till now):

· 具有公共文化建筑（音乐厅、剧院类、美术馆或博物馆）设计经验，有音乐厅建筑设计经验优先考虑；

· Experience in design of public cultural buildings (concert hall, theater, art museum or museum), prioritizing those with design experience of concert hall building;

· 类似公共建筑改造设计经验。

· Experience in similar public building adaptation design.

(1)本次竞赛报名时间为2023年8月31日至2023年9月15日9:00～17:00（北京时间，下同）。

The application period of this solicitation is from 9:00 a.m. to 5:00 p.m. (Beijing time, the same below), 31/8/2023 to 15/9/2023.

The application agencies need to log in to the website: http://hi07552w.mikecrm.com/2YAJ38t or scan the QR code before 17:00 on 15/9, 2023, log in and register the application information, and fill in the application information accurately (the content must be consistent with the submitted application documents).

☆递交截止时间如有调整以最新公告通知的为准。资格预审申请文件以最终收到的纸质资料为准，在截止时间以后收到的报名资料将不予受理。

本次国际竞赛采用“公开报名-资格预审”的方式，竞赛工作分为三个阶段进行：第一阶段为“公开报名及资格预审”，第二阶段为“概念方案设计及评审阶段”；第三阶段为“确定中选单位”。

This international competition adopts the method of "open application pre qualification". The international solicitation is divided into three phases: Stage I: Open application pre-qualification, Stage II: Concept scheme design and review stage, Stage III: Determination of the selected unit.

5.1 第一阶段-公开报名及资格预审

1st stage – Open Application Pre-qualification

主办单位依法组建资格预审评审委员会。资格预审评审包含符合性审查及入围评审。符合性审查未通过的申请单位不能进入入围评审环节。不符合报名要求的，则资格预审符合性审查不合格。资格预审评审委员会将对进入入围评审的资格预审申请文件进行综合评审，评审内容包括申请单位的行业声誉、设计经验、项目业绩、获奖情况、拟投入项目的团队、概念提案等资料。资格预审评审委员会采用逐轮淘汰记名投票的方法，从合格申请单位中评选出6家入围单位，同时评选出2家备选申请单位（有排序），备选申请单位在入围申请单位退出时依序替补。

The Host sets up a selection review jury in accordance with the law. The pre-qualification review includes conformity review and shortlist review. The application agency that fails the conformity review cannot enter the shortlist review link. If the application documents do not meet the application requirements, the pre-qualification conformity review is not qualified. The selection review jury will conduct a comprehensive review on the shortlisted application documents, with the review contents covering industry reputation, design experience, project achievements, awards, teams to be involved in the Project, concept proposals etc. of the application units. The selection review jury will adopts the method of eliminating registered voting by round;, select six shortlisted application units from all qualified application units, at the same time, two alternative applicants were selected (sorted), Alternative applicants shall be replaced in order when the shortlisted applicants withdraw.

5.2 第二阶段-概念方案设计及评审阶段

Stage II: Concept Scheme Design and Review Stage

主办单位将组织6家入围申请单位进行现场踏勘答疑。入围申请单位按照设计任务书要求，提交符合要求的设计成果文件。每家单位只允许提交一个设计方案。第二阶段方案评审委员会对提交的设计成果文件进行评审，通过记名投票（逐轮淘汰）评选出不排序的前2名候选申请单位进入“第三阶段-确定中选单位”。

The Host will organize six shortlisted units to have on-site visit and answer questions. Shortlisted units should submit qualified deliverables according to the Design Brief. Each unit is only allowed to submit one design scheme. The scheme review jury will review the deliverables submitted at Stage II. The top two application units without ranking selected via open voting (round-by-round elimination) will enter "Stage III: Determination of the selected unit”.

5.3 第三阶段-确定中选单位

Stage III-Determination of The Selected Unit

主办单位及政府主管部门在充分尊重评审委员专业评审结果的基础上，根据商务谈判结果，结合造价、工期、技术等因素，最终由主办单位按审批程序确定中选单位。

On the basis of the Host’s and the competent government departments’ full respect of the review opinions of experts, in accordance with the business negotiation results and in combination with the cost, duration, technology and other factors, the Host will finally determine the selected unit according to the approval procedure.

6.1 优胜奖金

The Bonus

第一名：奖金人民币260万元；如确定为实施方案，将获得深化设计合同，奖金作为合同总额一部分，方案深度需达到全专业初步设计。

The first-place winner: A bonus of 2.6 million yuan; if its scheme is determined to be implemented, the unit will be awarded a design development contract with the bonus as part of the total contract amount. The scheme depth needs to reach the preliminary design in all specialties.

第二名：奖金人民币150万元。

The second-place winner: A bonus of 1.5 million yuan.

第三—六名：奖金人民币120万元/名。

The third- to sixth-place winner: A bonus of 1.2 million yuan respectively.

6.2 设计费

Design Fee

经主办单位征询政府主管部门意见后，由主办单位确定的中选单位将获得深化设计合同，合同分为金华音乐厅建筑设计及文化综合体改建建筑设计两部分内容。金华音乐厅设计费控制价为：人民币2500万元，文化综合体改建设计费控制价为人民币3000万元。入围单位根据方案自行报价，报价不应超过控制价。

After consulting opinions of relevant government authorities, the Host will determine the selected agency, which will be given a design development contract, with the contract content divided into two parts: the architectural design of the Jinhua Concert Hall and the architectural design of the Cultural Complex adaptation. The upper control price for the design fee of the Jinhua Concert Hall is 25 million yuan. The upper control price for the design fee of the Cultural Complex adaptation is 30 million yuan. Shortlisted agencies make their own quotation according to their schemes within the upper control price.

☆ 所有时间均以北京时间为准，征集单位保留调整日程安排的权利，如出现日程调整的情况，征集单位将通过邮件的形式，通知入围应征单位。

☆ All time is subject to Beijing time. The Host reserve the right to adjust the agenda. In case of an agenda adjustment, the Host will notify shortlisted application units by e-mail.
